Neil has led the VELUX public affairs function for GB & Ireland since 2019, advocating for better building design and renovation with a focus on indoor environmental quality (IEQ). His work includes the Europe-wide Healthy Buildings Barometer, published since 2010, and the UK #DaylightChampion campaign to address the lack of daylight requirements in building regulations.
A Chartered Institute of Public Relations member, he holds a PhD in public affairs, a BA in communication, and an LLB in Scots law. Earlier roles include nuclear liabilities at the Ministry of Defence and five years at RICS, where he helped implement the 2001 EPBD and Scottish planning reform.
