David Greenfield
Dr David Greenfield is a circular economy leader working at the intersection of construction, infrastructure, and national policy. With more than 25 years’ experience across local government, industry and innovation, he specialises in turning resource, waste and materials challenges into system-level solutions that support resilient built environments.
He is Founder and Managing Director of SOENECS, a research and innovation practice supporting cities, developers and infrastructure organisations to embed circular economy principles into planning, procurement and delivery. His work includes leading circular economy routemaps and action plans for major places and institutions, and advising on how construction, materials flows and urban systems can transition from linear consumption to long-term value retention.
David is also Co-founder of Tech-Takeback, a reuse-focused enterprise addressing electronic waste, digital inclusion and material recovery, demonstrating how circular infrastructure can deliver environmental and social value simultaneously.
At a national level, he serves as a member of the UK Government’s Circular Economy Taskforce, contributing to the development of the forthcoming Circular Growth Plan. This role connects policy, engineering and market delivery, ensuring that construction and the built environment are central to the UK’s transition to a resource-efficient, low-carbon economy.
He is Visiting Professor of Circular Economy at the University of Brighton and President of the Chartered Institution of Wastes Management (2025–26).
