Programme Manager , Greater Manchester Combined Authority

Rory Mathews is Programme Manager for Greater Manchester’s devolved Warm Homes: Local Grant pilot at the Greater Manchester Combined Authority (GMCA). In this role, he leads the design and delivery of locally tailored retrofit programmes made possible through devolution, helping to accelerate delivery at scale while targeting households most at risk of fuel poverty.
Rory has extensive experience working across government and industry to shape and turn national policy into practical, place‑based delivery. He has played a key role in developing Greater Manchester’s approach to domestic retrofit, including the rollout of local energy advice, area‑based retrofit delivery, and partnerships with installers, manufacturers and social housing providers.
