Simon Rayner

Policy Analyst , Climate Change Committee

Simon is a policy analyst at the Climate Change Committee – the UK’s independent adviser on tackling climate change – where he is part of a team focussed on reducing emissions from buildings. He works on monitoring progress on reducing emissions, as well as analysis and policy advice to support reaching Net Zero emissions by 2050. He recently led work to model the decarbonisation of residential buildings, in support of the Committee’s advice on the Seventh Carbon Budget.

Simon moved into policy analysis following careers in architecture and local politics. He is a qualified architect and holds an MSc in Public Policy. He has over 15 years of experience designing and delivering building projects, and has wide-ranging expertise in policy analysis, energy modelling, buildings decarbonisation and construction.
