
Housing stock owners and managers need to plan for whole house retrofits to most of their homes between now and 2050. It is important to have a comprehensive asset management and investment plan in place so that the resources needed to achieve this can be identified and secured. A cost-effective programme should address the decarbonisation and fuel poverty agendas and integrate repairs, maintenance and retrofit with broader improvements.
