Publicly Available Specification 2030 (PAS 2030) was developed as an installation standard in 2011, to counter Ministers’ understandable paranoia about ‘cowboy builders’ potentially ruining people’s homes under The Green Deal and the ECO programme. The first versions of PAS 2030 were roundly condemned as unfit for purpose, and it was comprehensively updated in 2017 before being integrated with PAS 2035 in 2019. There are now nearly a hundred UKAS-accredited certification bodies certifying the competence of retrofit installers. This system is complicated and very expensive, and there is little or no evidence that it delivers improved outcomes. As we move to whole dwelling retrofit, the BSI Retrofit Standards Task Group has suggested that the PAS 2030 annexes could be replaced by an online skills and competence matrix (as in Scotland), and the core text could be moved into PAS 2035, allowing PAS 2030 to be withdrawn.
