Caroline Withey is the Programme Director for the Social Housing Decarbonisation Fund (SHDF) at the Department for Energy Security and Net Zero (DESNZ), accountable for delivering the decarbonisation of this nation’s social housing through this Government grant fund.
An experienced project and programme professional who has delivered transformational change and improved outcomes for various businesses and citizens on behalf of the Government for over 20 years, Caroline joined BEIS (as was) in 2020, setting up both the Local Authority Delivery (LAD) and Home Upgrade Grant (HUG) schemes, leading on the latter until April 2022 when she took over leadership of SHDF.
Prior to her work in DESNZ on Government domestic decarbonisation schemes, at the Ministry of Justice, she led an estates rationalisation programme, introduced a new judicial pension scheme and let innovative contracts for the provision of interpretation and translation services in courts and prisons. After setting up a procure to pay transformation project in HMRC, Caroline moved to support delivery of the UK’s departure from the EU, firstly in the Cabinet Office and then in the Department for Exiting the EU.
